Central PA Landlord Charged With Rape: Police

A Lancaster City landlord has turned himself over to the police on charges related to a rape investigation, police announced on Tuesday, Sept. 24.

C. Michael Rohrbach, 76, "was acting in the capacity of a landlord/property manager during the reported assault," in Oct. 2018, the Lancaster City Bureau of Police stated in the release and as dated in the court docket.

The police investigation began when the victim came forward in June 2024. 

Rohrbach was charged with the following according to his court docket:

  • Felony Rape Forcible Compulsion.
  • Felony Sexual Assault.
  • Misdemeanor Indecent Assault- Without Consent Of Other.

Rohrbach turned himself in and his preliminary arraignment was held before Judge William E. Benner Jr. at 3 p.m. on Sept. 23, according to the police and confirmed by his court docket. He was remanded to the Lancaster County Prison on $100,000 in bail. His preliminary is set before the judge at 10 a.m. on Oct. 7. 

The police believe Rohrbach may have sexually assaulted some of his tenants, according to the release.
